Opportunity awaits! We are hiring a Community Based Care Compliance Specialist (Compliance Specialist 2) to join our Licensing Complaint Unit (LCU) team. This position will investigate non-abuse complaints in community-based facility settings through interviews with providers, residents, staff, and others as appropriate, observation, and record reviews, to gather facts to determine their compliance with Oregon Administrative Rules. Note: Hybrid work option available. You will work in Multnomah, Clatsop, Columbia, Washington, Yamhill and Tillamook Counties. Your home office will be based in Tigard Oregon. The majority of your work will be out in long-term community-based facilities.

 

Summary of Duties

 

As a Community Based Care Compliance Specialist, you will:

  • Conduct comprehensive investigation for licensing complaints through interviews with providers, residents, staff, and others as appropriate.

  • Communicate on a regular basis with all levels of agency staff, with all levels of staff in other State and local government agencies, private agencies, and or the public for the purpose of providing or requesting information.

  • Apply complex regulations, rules, laws, and guidelines pertaining to Assisted Living, Residential Care, and Memory Care Facilities.

  • Explain complex policy and procedure verbally and in writing regarding program and rule requirements.

  • Review and analyze data regarding a facility to identify trends, problems, and areas of noncompliance with Oregon Administrative Rules (OARs).

  • Perform observation and record reviews to gather facts within CBC Facilities to determine their compliance with OAR.

  • Mandatory report suspected abuse of an elder, individual with developmental/intellectual disabilities, or a child to the appropriate hotline/screener.

  • Coordinate with the Local Aging and People with Disabilities (APD) and Area Agency on Aging when issues have the potential to become abuse or neglect.

  • Conduct periodic monitoring and compliance site visits of facilities to evaluate and explain policy or procedure, or in follow up to plans of correction.

Minimum Qualifications

 

A valid driver’s license and acceptable driving record are required for this position.

 

Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.

Note: College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

 

Essential Attributes

 

We are looking for candidates with:

  • Experience in investigation and critical thinking to identify compliance or non-compliance.

  • Experience applying statutes and facility regulations to investigative situations and determine a finding.

  • Experience working in long-term community-based facilities.

  • Experience writing investigative reports that include summary of evidence and witness statements, conclusions and recommended action.

  • Policy Knowledge: Basic knowledge of Oregon State laws, rules, and regulations related to the provision of long-term care.

  • Diversity, Equity & Inclusion: Demonstrated ability to work well with people from a wide variety of backgrounds and showcase intercultural competency. Willingness to embrace ODHS's commitment to fight discrimination and end systemic racism.

  • Communication skills: Experience communicating orally and in writing to a variety of people to explain complex decisions, rules, policies, procedures, experience gathering data and writing reports or making presentations.

Working Conditions

  • Your work schedule will be from 8am-5pm. The position will require flexibility depending on work needs. 

  • Lifts and carries up to 20lbs. stands, sits, and moves throughout long-term community-based facilities.

  • Daily telephone and computer use.

  • May be required to travel in times of poor road conditions and inclement weather.

  • Required to occasionally work in excess of scheduled hours on some days and/or on weekends/holidays, or in the event of serious emergency situations.

  • May interact with a wide range of people including some who have experienced trauma and may exhibit challenges in controlling emotions.

  • May be exposed to situations where contagious diseases are present.

  • Required to maintain demeanor and function professionally under politically or emotionally charged circumstances.
